The UN cannot just drive into a hostile countries with hundreds of 18 wheelers and stop in towns and villages distributing food.
The governments of those countries are responsible for seeing the food gets to the people. They don’t give the food out, they sell it or use it for bribes to get votes.
The UN used to drop it out of helicopters, but snipers waited at the drop points. They killed the villagers and stole the food anyway.
The UN has its hands tied when it comes to dealing with despot governments.
